Contract Title: SUPPLY OF PREPAYMENT METERS

1. The Government of Rwanda has received financing from the OPEC Fund toward the cost of the RWANDA – ENERGY ACCESS AND QUALITY IMPROVEMENT PROJECT(EAQIP)and intends to apply part of the proceeds toward payments under the
2. Contract for supply of prepayment meters and consists of one lot
3. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the OPEC Guidelines for Investment Project Financing, except for those payments which the contract provides to be made through letter of credit.
4. The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for SUPPLY OF PREPAYMENT METERS.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the OPEC FUND’s “Procurement Regulations for IPF Borrowers” and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from Energy Development Corporation Limited (EDCL); procurement@edcl.reg.rw with a copy to jcmudatsikira@edcl.reg.rw, cuwajeneza@edcl.reg.rw and inspect the bidding document during office hours from 09:00 AM to 17:00 PM at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of 50 USD or in any other freely convertible currency (receipt to be sent by email). The method of payment will be deposit on the Bank Account N° 1000057734 in USD opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW. The document will be sent by e-mail or downloaded on the REG website: www.reg.rw.

7. Bids must be delivered to the address below or before 30/12 /2025 at 10:00 am (Local Time). Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidder’s designated representatives and anyone who chooses to attend at the address below on 30/12 /2025 at 10:30am.

8. All Bids must be accompanied by a Bid Securities of 8,000USD

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
